The Office of Management and Budget (OMB) has decided to "collapse" the cost principles (A-87 and A-21), the administrative rules (A-102 and A-110) and the audit rules (A-133) into one new Circular. The changes will have an immediate and dramatic impact on how state, local and postsecondary administrators implement the Perkins Act. This NACTEI Pre-Conference will profile all the changes. Each attendee will be provided a summary of the new rules.
