Michael Brustein will conduct the NACTEI Pre-conference on May 11, 2010 in St. Louis on the alignment between EDGAR's fiscal and administrative rules and the Perkins Act. Each attendee will receive the most up to date edition of the EDGAR (now published by Brustein & Manasevit and Thompson Publishing Group) and the book will serve as a roadmap for the workshop. This special publication also includes all the revised OMB Circulars. Michael will cover and explain the key elements that have been included in recent OIG audits, A-133 audits, and OVAE monitoring.

This session is a "must" for state, local, and postsecondary CTE administrators responsible for fiscal and programmatic compliance. The discussion will include (1) the recent shift to risk based reviews, (2) findings of inadequate subrecipient monitoring, (3) enforcement actions on maintenance of effort and matching violations, (4) supplanting, (5) audit findings on predetermined time and effort, and (6) changes in EDGAR on internal controls.

The session will also provide an opportunity to get your questions answered on current funding, and the impact of ARRA, the Jobs Bill, WIA, and the Graduation Initiative on Perkins.
